Argomenti principali della giornata: I repubblicani americani hanno bloccato un atto al Congresso americano per aiuti all'Ucraina, ponendo come conditio sine qua non l'introduzione di legislazione più restrittiva sui controlli frontalieri e sull'immigrazione. Il segretario generale dell'Onu Antonio Guterres ha invocato l'articolo 99 dello Statuto delle Nazioni Unite, allertando il Consiglio di Sicurezza sulla situazione umanitaria a Gaza e sollecitando l'organismo a promuovere un cessate il fuoco.  Il Presidente russo Vladimir Putin è in visita nei Paesi del Golfo per la prima volta dall'inizio della guerra in Ucraina per discutere di investimenti economici e per allinearsi con i membri dell'OPEC.

(Reuters) UN chief rings alarm bell on global security threat from Gaza war 

  • United Nations Secretary-General Antonio Guterres made a rare move on Wednesday to formally warn the Security Council of a global threat from the Gaza war as Arab states seek to leverage that to push the council to call for a ceasefire within days.
  • He invoked Article 99 of the founding U.N. Charter that allows him to "bring to the attention of the Security Council any matter which in his opinion may threaten the maintenance of international peace and security." The article has not been used for decades, U.N. spokesperson Stephane Dujarric said.
  • "We are facing a severe risk of collapse of the humanitarian system," Guterres wrote. The implications for Palestinians could be irreversible and for regional security, he said, again calling for a humanitarian ceasefire to be declared.

(NYT): Republicans Block Ukraine Aid Bill Over Border Objections

  • Republicans on Wednesday blocked an emergency spending bill to fund the war in Ukraine, demanding strict new border restrictions in exchange and severely jeopardizing President Biden’s push to replenish the war chests of American allies before the end of the year.
  • Republicans, even those who have been staunch advocates for arming Ukraine, blamed Democrats for refusing to bow to their demands for major immigration policy changes as the price of securing more assistance for Kyiv.
  • In bipartisan talks in recent weeks to find a compromise, Senate Democrats agreed in principle to make it more difficult for migrants to seek asylum in the United States. But they balked at some of the G.O.P. senators’ more restrictive proposals, including measures to detain all migrant families, keep migrants in Mexico until their day in immigration court, and expand the president’s authority to expel migrants swiftly, before they can make asylum claims.

(Bloomberg): Putin Meets Saudi Crown Prince on Rare Trip to Shore Up Ties

  • Russian President Vladimir Putin met United Arab Emirates President Sheikh Mohammed Bin Zayed Al Nahyan in Abu Dhabi at the start of a rare foreign trip to strengthen partnerships in the Middle East — defying US and European efforts to isolate him on the global stage.
  • Putin will also fly to Saudi Arabia’s capital Riyadh for talks with Crown Prince Mohammed Bin Salman, according to the Kremlin, where bolstering the partnership between the oil giants will be a top priority. 
  • Last week, OPEC+ agreed to extend and deepen production cuts to bolster prices. While the alliance’s talks were marred by delays due to an internal disagreement between Saudi Arabia and Angola and Nigeria, officials from Moscow and Riyadh projected an image of close cooperation and mutual trust during the process.

(Financial Times)  Italy formally pulls out of China’s Belt and Road Initiative

  • Italy has officially informed Beijing of its decision to withdraw from President Xi Jinping’s flagship Belt and Road Initiative, ending months of speculation over a relationship that had irritated Rome’s western allies.
  • Stefano Stefanini, Italy’s former ambassador to Nato, said that the Italian government at the time — an unlikely coalition of the populist Five Star Movement and Matteo Salvini’s right-wing League — had “underestimated the geopolitical relevance of the initiative”.
  • But he said Italy’s continued participation in the initiative was untenable now, given the deterioration in relations between Beijing on one side and Washington and the EU on the other, and western efforts to reduce dependence on China, particularly in strategic areas.

(WSJ) Kevin McCarthy to Quit Congress, Months After Being Ousted as House Speaker

  • Former House Speaker Kevin McCarthy said he won’t run for re-election and would exit Congress at the end of the year, closing the California Republican’s tumultuous career in elected office and further narrowing his GOP colleagues’ majority in the chamber.
  • McCarthy’s departure will further whittle down the House GOP’s already narrow majority, which currently stands at 221-213, following the expulsion of Rep. George Santos (R., N.Y.) last week.
