  • A Russian drone attack struck residential buildings in the Ukrainian city of Kharkiv and an energy facility in the surrounding region on Thursday, killing four people and severing power for 350,000 residents, officials said.

(Meduza) Putin says Russia cannot be target for Islamic fundamentalists

  • Russian President Vladimir Putin said that the orchestrators of the terrorist attack at Moscow’s Crocus City Hall aimed to “destroy the unity” of Russians, reports Interfax. Putin made the remarks while speaking at a Federation of Independent Trade Unions of Russia congress on Thursday.
  • “There are no other apparent goals; they do not exist because Russia cannot be a target of terrorist attacks by Islamic fundamentalists.” [Putin said]
  • According to Putin, Russia sets a unique example of interfaith harmony and unity, as well as interreligious and interethnic unity. “And on the international stage, [Russia] conducts itself in such a manner that it would hardly be targeted by Islamic fundamentalists,” [...] [So] the Russian authorities continue to assert, without providing any evidence, that Ukraine was behind it.

Finlandia:

(Reuters) Finland extends Russia border closure indefinitely

  • Finland will indefinitely extend the closure of land border crossings with Russia and add several ports to a list where travel from its eastern neighbour is prohibited, the government said on Thursday.
  • Finland shut its land borders with Russia late last year amid a growing number of arrivals [...] It has accused Moscow of weaponising migration against the Nordic nation, an assertion the Kremlin denies.
  • Despite the border closure, a few asylum seekers have continued to arrive from Russia and the government believes the numbers could rise significantly with the advent of spring and a rise in temperatures.

(Reuters) Germany announces military overhaul with eye on cyber threats

  • Germany's defence minister announced a restructuring of the military on Thursday, including a new central command and a dedicated branch for cyber space, furthering a Bundeswehr overhaul launched in response to Russia's invasion of Ukraine.
  • The minister said the Bundeswehr will need an additional 6.5 billion euros ($7.06 billion) in the 2025 budget, as cabinet works to find the funds needed to hit a long-neglected NATO spending target in the coming years.
  • Under the new structure, the central command will combine two previously separate commands for domestic and foreign deployments, providing NATO with one point of contact, while the cyber space branch will focus on hybrid threats such as disinformation campaigns.

(Bloomberg) US Pressures Russia to Embrace UN Push Against Nukes in Space

  • The Biden administration pushed Russia to support a US-backed resolution at the United Nations Security Council that would warn countries against placing nuclear weapons in orbit, after reports emerged that President Vladimir Putin may be planning to do so.
  • The resolution from the US and Japan would underscore that countries “should not develop nuclear weapons or any other kinds of weapons of mass destruction designed to be placed in orbit.” If adopted, the proposal would reaffirm expectations that countries must “fully comply” with their obligations under the 1967 Outer Space Treaty, which bans nuclear weapons in orbit.
  • Kirby, said the resolution would be brought to a vote next week.

Nuova Zelanda:

(Reuters) New Zealand says new NATO partnership to be concluded in 'coming months'

  • New Zealand is committed to working more closely with NATO partners to support collective security and expects to conclude talks on its partnership agreement with the alliance in the "coming months," Foreign Minister Winston Peters said on Friday.
  • New Zealand has been negotiating a new type of partnership with NATO as the alliance shifts all its partnership arrangements to a new model called an Individually Tailored Partnership Programme.
  • Peters will travel to the United States and is expected to meet next week U.S. Secretary of State Antony Blinken and UN Secretary General Antonio Guterres to discuss major global and regional security challenges.

(Reuters) Philippines prepared to respond to China's attempts to interfere with re-supply missions

  • The Philippines is prepared to respond to China's attempts to disrupt its supply missions in the South China Sea and protect its troops stationed in the waterway [...]
  • Jonathan Malaya, the spokesperson of the National Security Council, said the Philippines is committed to maintaining its position at the Second Thomas Shoal and there will be no let up in re-supply missions to Filipino soldiers on a grounded warship there.
  • Malaya reiterated that the counter-measures announced by Philippine President Ferdinand Marcos Jr last week against "aggressive" actions by China's coastguard will be "multi-dimensional" and not solely military in nature.
