(Guardian) Putin appears to double down on blaming Ukraine for Moscow concert attack and says ‘we want to know who ordered it’

  • Russian president Vladimir Putin said that the Moscow concert hall attack is “part of Kiev regime’s attacks on Russia”, Reuters reported.
     
  • In remarks made Monday, Putin conceded that the attacks were committed by Islamic State, but added that officials do not know “who ordered it”.
     
  • “We’re interested in who benefits from it”, Putin said, adding that the attack is an “act of intimidation”.

(Washington Post) Terror suspects appear in court in Russia showing signs of torture and abuse

  • A Moscow court on Monday arraigned three more suspects in the terrorist attack on the Crocus City Hall concert venue that killed at least 137 people, withinvestigatorssayingthey aided the four men who carried out the attack on Friday by providing transportation.
     
  • The four suspects arrested over the weekend appeared in court late Sunday showing signs of torture and severe abuse — confirming videos and photographs that had surfaced after their arrest suggesting brutal treatment at the hands of Russian authorities.
     
  • A barrage of videos had emerged of Russian security agents torturing the suspects — including forcing one to chew on a piece of his own ear that had been cut off, while another was stripped half-naked and subjected to electric shocks with wires attached to his genitals.
     
  • The videos, which appeared on pro-Kremlin Telegram channels, were geolocated by Russian media to the time and place of the arrests in the western Bryansk region.

(Kyiv Independent) Russian equipment losses in Ukraine surpass 15,000, says Oryx OSINT group

 
  • The number of vehicles, aircraft, naval vessels, and weapons systems lost by Russian forces since the start of the full-scale invasion of Ukraine has surpassed 15,000, the open-source investigative project Oryx announced on March 24.
     
  • The figure includes 2,856 tanks, 135 helicopters, 106 aircraft, 20 naval ships, and one submarine.
     
  • As Oryx only publishes visually confirmed data taken from open sources, the real numbers of Russian losses are likely significantly higher.

(Kyiv Independent) Ukhydroenergo: 'Years' needed to restore Dnipro Hydroelectric Power Plant after Russian attack

  • It will take "years" to restore Zaporizhzhia's Dnipro Hydroelectric Power Plant, which was damaged following a Russian missile attack, the head of Ukrainian state-owned energy company Ukrhydroenergo, Ihor Syrota, said on March 25.
     
  • Ukraine's largest hydroelectric power plant was hit with at least six Russian missiles on March 22 during one of the biggest attacks on the country's energy infrastructure since the beginning of the full-scale invasion.
     
  • The Hydroelectric Power Station-2 (HPS-2), one of the two stations of Zaporizhzhia's Dnipro Hydroelectric Power Plant, was in "critical condition" as several Russian missiles hit it directly, damaging crane girders and a support pillar, Syrota said earlier.
     
  • The adjacent dam also suffered damage, but there was no danger of a breach, according to Ukrhydroenergo's head.

  • The UN Security Council for the first time passes a resolution demanding an immediate ceasefire in Gaza.
     
  • Fourteen countries voted in favour of the resolution; the US, Israel’s main ally, abstained.
     
  • Israeli Prime Minister Benjamin Netanyahu on Monday cancelled a trip to Washington by an Israeli delegation of top officials after the United Nations Security Council passed its first resolution calling for a Gaza cease-fire.

(Washington Post) Trump wins partial stay of fraud judgment, allowed to post $175 million

 
  • An appeals court panel said Monday that former president Donald Trump would be allowed to post a $175 million bond to stave off enforcement of a nearly half-billion dollar civil judgment against him and his business.
 
  • The order Monday morning was a significant win for Trump, who was otherwise facing a massive cash crunch and the prospect of New York Attorney General Letitia James seizing some of his assets as soon as this week.
 
  • However, while the panel eased the financial cloud over Trump, it did not erase it entirely. The panel gave Trump 10 days to come up with the reduced bond of $175 million, saying it would only delay enforcement of the full amount if he put up that money within this window.
     
  • Trump’s attorneys had previously sought to post a $100 million bond, rather than the full amount, and have not said whether he can meet the $175 million threshold.
 

(Kyiv Independent) Senior US lawmaker anticipates Ukraine aid bill to be brought to the floor after Easter

 
  • The Republican who leads the House Foreign Affairs Committee, Representative Michael McCaul, said on March 24 that he anticipates Speaker Mike Johnson to introduce a Ukraine aid bill after Easter, even though it may pose a risk of losing support for a leadership vote against him.
     
  • “His commitment is to put it on the floor after Easter,” McCaul mentioned during his appearance on CBS "Face the Nation" program.
     
  • The U.S. Senate approved a $95 billion funding package on Feb. 13 that contained $60 billion in aid for Ukraine, but it still faces an uphill battle in the Republican-controlled House of Representatives.
